The Xizhou tribe has repeatedly faced flooding, and in 2007, the New Taipei City government formulated the "Dabitan Reconstruction Plan" to boost tourism. As part of this plan, the water area was redeveloped, and the Xizhou tribe was deemed illegal construction, leading to plans for forced demolition, sparking intense resistance from the tribe.

Amidst the growing attention and societal emphasis on housing rights, residents formed a self-help association to protest against the government. Initially, the government proposed relocating the tribal members to the Longenpu public housing, offering sturdy housing and a solution to frequent flooding. However, the tribe had a strong emotional connection to their land and resisted moving elsewhere. Despite the fact that they may have to sudder from flooding, they insisted on staying in their current location. One tribal aunt mentioned in our interview, "Our furniture is all plastic, so a quick wash is enough. As long as there is a second floor, it will be fine".
